When taking over a POT from another previous governor what happens to all the people that live there and their stuff? does it collapse or just transfer as is. Also what if one changes the template biome?

everything stays the same, including the residents, unless you unlock the town and request a biome change.

To add to what Alley said above

    1. Purchase pot transfer voucher in store>Game Services
    2. Old owner sends in a mail to support@portalarium.com with details of the new owner's account to transfer to
    3. Support acknowledge and unlock the POT application form
    4. New owner fills in the form and locks it, if the lock is in time it will make next release otherwise the one after that
    5. Before the release all residents need to put their houses and basements into the Magic Movers
    6. At release the POT is reset and all deco is put into bank including those player's stuff that wasn't placed in storage.
    7. The new owner needs to deco everything again including lot locations
    8. Players can now claim the lots and take out their houses from storage

    Couple of extra notes:
    • NPCs , NPC building, lot markers etc don't transfer with the POT instead those must be manually traded between old and new owner (and without lot markers the POT is pretty useless )
    • If the new owner wants to get all residents back where they were then you need to run up to every claim stone and get the /loc plus the name so that you can put a marker down and reserve it in that name
    • One can potentially transfer a POT without changing things to skip forcing the reset, but if so one needs to specifically request that when communicating with support - and triple check that it goes through - but then you can't change anything at all.
    • If the new owner so wants they have no obligation to allow the residents back > which is a mayor issue

Might take a month or so also (lag is on the Support side). Least that is what I have been told.
