Public Vendors Bug?

Perhaps it's a bug or maybe it's working as intended, not sure.
I noticed on the test server where I had placed some ore on the Public vendor in Owl's head on the live servers, I got 2,500 gold which and I guess that means the item didn't sell and I got my initial money for putting it up on the Public vendor back but the ore was basically kept by the public vendor and poof never to be seen again. I never noticed this before, perhaps this is how it's suppose to work? Just in case, thought I'd ask.

 

This is indeed how the public vendor is currently designed to work. Placing things for sale with the vendor works along the lines of "Hey, if no one buys what you're selling, I'll buy it off you for its vendor value by default."
