    Progress in software development is not linear.
    Its more logarithmic as more and more systems come up and more infrastructure is put in place then progress will accelerate.

    I'm not saying that they will hit their deadline. There is still a lot of work to do.

    I'm just saying that judging the next 8 months progress based on the first 8 months is not a good metric.
