Rapid Discharge does not increase stun rate

    Details: According to the tool tip on Rapid Discharge, it should increase the stun effectiveness on air skills. I'm watching my gust spell which seems to have stopped at 76% stun effectiveness. After 3 points of Rapid Discharge raising, I see no increase in stun effectiveness.
    Steps to Reproduce: Raise Rapid Discharge spell. Check difference in stun effectiveness.
