By the time you should be worried about encumbrance limits for crafting, you should have a lot. If your doing decorations, you're on a lot. I've been dragging a chest full of stuff around my lot to deco since persistence. The only thing I need to leave my lot for is water and occasionally fuel.

I have 4 chests with materials that I use for crafting: wood/metal, tailoring, alchemy, and cooking. I usually use at least 2 of those chests for crafting. Dragging each chest will be a nuisance.

See @Tila Tenderfoot post above. The issue I'm discussing with crafting is related more specifically to crafting large quantities of materials or crafting something that's part of a long series of materials. Given the weight of granite, it may be literally impossible for newer players to craft some items as well, until they get their str & heavy lifter raised up a bit.

As for decor, yes, one can drag containers all over, but it doesn't make it less of a pain. As I said, there were reasons why towns had different rules than adventurer scenes.

The way I'm reading it is:
If you are at full base encumbrance, you cannot pick up anything else, including gold.
Your MAX encumbrance, setting the most you can pick up in one go, it three times the base encumbrance.

Yep, that's exactly what it says in the announcement:

"Starting with Release 60 which goes live this Thursday November 15 when a character is fully encumbered they can no longer gain items nor gold from looting nor trading."

    Then it says:

"Additionally encumbrance will be capped at 3x your base encumbrance."

The problem is, "fully encumbered" isn't defined. The "additionally" seems to imply that that is something else, but what exactly isn't clear.

@DarkStarr can you please clarify? Like for example:

"Starting with Release 60 which goes live this Thursday November 15 when a character is fully encumbered they can no longer gain items nor gold from looting nor trading. Full encumbrance is when you hit 3x your base max weight" OR

"Starting with Release 60 which goes live this Thursday November 15 when a character is fully encumbered they can no longer gain items nor gold from looting nor trading. Full encumbrance is the max weight listed on your inventory screen for your avatar".

    The current wording is ambiguous.

Understood... but you can't put an NPC Banker On the Lot... Only nearby.

It's unfortunate that you can't use crafting tables directly as POT decorations.

You can test this on QA now. Whatever your current Weight limit is (bring up your Character portrait to see), you can not carry more than 3x that amount. You will actually get a warning message saying "You can't carry more than XXX" or similar.

Thus, you will not be able to loot a single item if it causes you to go over that 3x. This effects crafting as well, such that if you are at that limit, you can't even pick up an item from a chest on the ground and drag it directly on the crafting station. And if you happen to craft something and then subsequently get max encumbered, the crafted item is lost to the void once you exit the crafting station.

Yeah I just tested this on QA. This is utter crap. One of my wardrobes alone weighs 32,000 lbs when I pick it up. It'd take me ages to move things around my house because of this change.

Well... Yes, of course... Not only Live In, but Own a POT.
Only Governors have the NPCs or the ability to place them...

    Suggestions:

When purchasing items from a vendor, add the option to have it sent directly to your bank.
When crafting anything, have it pull ingredients from your bank.

Maybe heavy purchase from player vendors or NPC's, should be sent directly to your bank, rather than being placed in your backpack?

I can see that if this change is implemented, it will have a massive impact especially on sales from player vendors, which in turn "would seem to be" a huge impact on the player economy & how shopping/sales works.

I'm going to make a prediction that this isn't going to happen in towns. Too many problems come with it, and too much lost functionality/increased pain and suffering. So I'm going to stop worrying about it.

Yes, this is *seriously* problematic for bulk item sales. For example, I have 23,500 nightshade up for sale currently, as some people like to buy in bulk. But that weighs 1,175lbs on its own. That's going to mean I can only sell that item to people who have their str & heavy lifter significantly boosted.
