Reaper not affected by slow effect from Ice Arrow

    Title: Reaper not affected by slow effect from Ice Arrow
    Reproduction Rate: 100%
    Blocker? No
    Details:
    The Reaper does not appear to be affected by slow effect from Ice Arrow - no debuff icon appears.

    Note - the slowing debuff icon for other skils such as Ice Field, Disabling does appear.

    Steps to Reproduce:
    1) Attack Reaper with Ice Arrow
    2) Observe that slow debuff icon for Ice Arrow does not appear

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-3930K CPU @ 3.20GHz (12) System RAM: 32686
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4058
