Details:
The slow debuff from Disabling Shot, Ice Field on a Reaper has a shorter duration than expected.

e.g.
At level 80 - Disabling Shot should be slowing for 18 seconds.

When the Reaper is attacked with Disabling Shot - the slow debuff duration starts at around ~12 seconds, instead of the expected 18 seconds.

When a Practice Dummy is attacked - the expected duration of 18 seconds is observed.

For Ice Field with Water Attunement at 80 - the expected duration of the slow debuff is 34.2 seconds.

The actual debuff on a rebuff starts at ~13 seconds

Steps to Reproduce:
1) Observe the expected duration of Disabling Shot - e.g. 18 seconds at level 80 Disabling Shot
2) Attack a Reaper
3) Observe the actual duration of Disabling Shot - e.g. ~12 seconds - shorter than the expected duration
4) Repeat and observe expected vs. actual duration for Ice Field - on a Reaper
5) Repeat and observe expected vs. actual duration for Ice Field, Disabling Shot - on a Practice Dummy
