Remove exterior placement penalty for keeps and castle lots

    Keep and Castle lots have a major exterior placement penalty that smaller size lots do not incur. We'll set aside the fact that there's already a bias against larger lots (for now) in general, and just focus on this one problem.

    Village:
    Interior: 475
    Exterior: 475

    Town:
    Interior: 800
    Exterior: 800

    City:
    Interior: 1125
    Exterior: 1125

    Keep:
    Interior: 2150
    Exterior: 1750 <---- SHOULD BE 2150!

    Castle:
    Interior: 3200
    Exterior: 2200 <--- SHOULD BE 3200!


    What's the second bias I'm talking about? Well, a Town is 2x the size of a Village, so it follows it should have 2X what a Village lot can do for interior/exterior deco as well. But it doesn't. So the larger lot you have, the worse off you are as far as agriculture. It actually makes more sense to have many smaller lots than a few bigger lots. This is very counter intuitive.

    It always upset me that larger lots got the shaft. Lights, Deco etc, all of that adds up = huge issues. even if you owned 4 city you get way more everything then you would a castle, but 16 village blows all of that out of the water for the count.
