[Repro needed] 4 Bandits in Plains Encounter

    Hi there,

    1. Reproduction Rate: 1/5
    2. Blocker? No
    3. Details: I just had a bandit plains encounter with just 4 bandits total in it. did another one, but that had the usual amount (~10?). Did a few more Plains encounter with bandits, wolves and skeletons, but didn't manage to reproduce.
    4. Steps to Reproduce: Lure Bandits into Plains encounters, I guess. I was in Kiln without NPCs right before, so that might be related.
    5. User Specs: Win 7 64, NVIDIA GeForce GTX 960, Intel(R) Core(TM) i5-4670 CPU @ 3.40GHz, 12 gb RAM
