We're having difficulty reproducing this internally, and even on my home issue. Does this hitch issue persist even if restarting the client at this location and following your steps?

@Attenwood I'll restart the client and retry. It seems to be a focus point that hitches when I move my cursor over a specific point. I tried to isolate it to an item, but wasn't able to.

@Attenwood, Zoning did NOT fix the hitch, but restarting the client did. Sorry about the crap report, I don't know what caused the hitching.

Despite your system specs, possibly a memory issue? if you've played the client and changes scenes for quite awhile, possible it may have stacked up? Let me know if you see this start to happen again, and around what size in memory the client was when it began.
