[Repro needed] Can't Drop LB vs DS Banner

Title: Cant Drop Lord British vs Darkstarr Banner
Reproduction Rate: Rare / Random
Blocker? No but requires relog if it occurs
Details: Banner cannot be released when picked up. Cursor remains green. Banner follows me like pet attached to my mouse.
Steps to Reproduce: Click banner to move it, roll dice to get lucky, see banner not let go of mouse on lucky roll, relog and it clears.

I tried to repro several times internally and I could not. I suspect it isn't related to this one specific item, but something that can rarely happen with a variety of items. Once it happens you do have to client restart.
I'll keep an eye out for future reports. At one point it was happening frequently but it was ages ago. Once I find more information I will submit for bug review.
