    This may be only for offline mode. I did the same thing for online mode and she stayed put in the shop.

    I think it may also be related to the time of day it is, although I am not able to repro cycling through. Your screenshot shows the afternoon so that was the first thing I checked for.
    I cannot repro on offline mode. I have seen her go outside in the past in online mode, but it shouldn't prevent transactions from happening.

    If you find more info or can repro I'll take another look later :)
