[Repro Needed]QA Lot Decoration are not visible

    Title:lot decoration are not visible
    Reproduction Rate:100%

    Details:In two town (one POT one NPC) no decorations where visible (including some houses but not all)
    Steps to Reproduce:Go into Point West and look at the two lots on the left (both have some decorations on them)
