Resolute - Guard closes door every time, deco merchant doesn't need to come down, it's closed alread

    Title: Resolute - Bank Guard closes door every time, deco merchant doesn't need to come down, it's closed alread
    Reproduction Rate: Guard closes it 100%. Saw the deco merchant come down to it about 75%
    Blocker? No
    Details: The guard has the door handled 100% of the time, but the deco merchant is still coming down fairly regularly to close the already closed door.
    Steps to Reproduce: Open bank the door.
