Details: I got the quest "Weapon Upgrade Information" from the Highvale Outskirts blacksmith. It says to talk to Whitten in Resolute. None of his dialog options trigger the quest, not do variations of "Weapon Upgrade Information".

I see there are other reports, just not in the R55 forum. Example:

Steps to Reproduce: Get the quest, talk to Whitten, get ignored.
