Title:Blood River Outskirts Elven Heirloom for new players
    Reproduction Rate:2/2
    Blocker?
Details: I was updating my guide for Blood River Outskirts with all the changes you made there and I noticed, that after turning in the Blood River Outskirts Elven Heirloom to Vinicius, I was no longer seeing these dropping on Vigilantes at all for a new character that finishes this quest. I went through every quest in the entire scene, killing quite a lot of Vigilantes but was no longer seeing these drop.
I then tried taking an older character that finished that quest years ago, and then ran around Blood River Outskirts and that character was able to find the Blood River Outskirts Elven Heirloom. I found one, turned it in, and then went out and found another.
I'm thinking the flag for this item to be found is getting turned off for new players doing the Heirloom for Vinicius quest?
Steps to Reproduce:With a new Character, get the Recover Heirlooms for Vinicius quest and kill Vigilantes. After you find a Blood River Outskirts Elven Heirloom turn that into Vinicius. Kill more Vigilantes and observe no more Blood River Outskirts Elven Heirloom can be found on Vigilantes.

I believe it's actually still working correctly. Here's why: The elven heirlooms were changed to a daily quest. The quest is a little different than other dailies. Most dailies block you from turning-in to the contact NPC if your daily flag is active, and the NPC tells you to come back tomorrow. These heirlooms are more subtle in that you are blocked from picking up a new heirloom if the daily flag is active while the contact NPC never has to tell you to go away and come back later.

So this change will only effect new players? My older character was able to find one then turn it in. I then I killed a few more Vigilantes and found another.

It affects all players. When you pick up a new elven heirloom, you get the daily flag that says you can't pick up another one until the next day. The turn-in time is irrelevant. The time that you collected the most recent elven heirloom is all that matters.
