    Title: Cannot summon water elemental

    Details: water elemental cannot be summoned in this siege anymore. See video here
    Steps to Reproduce: I had a water elemental active in this siege and died - now I can't summon another.

    Update - @Moon Wyrdclaw suggested trying additional summons and a pet (summoning whistle) -- those do not work either.

    Another update -- I left the siege I was in and entered Rift's End - and my summoned pet (summoning whistle) was there...
