It repaired my halberd to 35/35 with a max of 45 with a gold COTO

 

@Dragonfyres was it the first COTO-repair? you can see this pressing the Control key while hovering the mouse over the item
AFAIK the COTO-repair looses effectiveness with counts of COTO-repairs done
