    Title: Artifact Instruments not giving buffs
    Reproduction Rate: 100%
    Blocker? No
    Details:
    Artifact instruments are not giving their buffs.

    Steps to Reproduce:
    1) Equip Harp of Invigoration
    2) Equip sheet music in utility bar
    3) Play sheet music
    4) Observe that the normal buff from Harp Invigoration is absent

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-3930K CPU @ 3.20GHz (12) System RAM: 32686
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4058

    This is fixed on our internal build after trying multiple instruments and scenarios. We did make a change with instruments that appears to have fixed this.
    However, there seems to be some rare situations where the buff does not appear. This is something we'd like more information on - if you guys find any kind of pattern - once the next build is pushed out.
