Title: Can not set on / off state of battle banner

Details: banner does no have the option to change it from off to on
Steps to Reproduce: click banner to change state

@Lazarus Long, "set as default state" at the top is greyed out when its current state is already the default. if you switch it to chaos, "set as default state" becomes available.

That's not the problem.

The Banner turns itself off. as in not lit.

 

huh.. cannot reproduce. light streamers show for both order and chaos. it does seem like it's gotten fainter, though: i can only see it against a dark surface. any chance your computer is culling the light because it's such a busy scene? try it in an empty prt?

There isn't an on/off state for banners. The only control is flipping between chaos and order. The trouble seems likely to be related to other issues, as @Alley Oop suggests. Will add this thread to the bug report. Issue #65738
