It looks like you are somehow interrupting the sequence of dialog when Ferig entered the room. Ferig should attempt to take command of your camera and force you into a conversation without your need to click on him. If he's interrupted, you would see "I have naught to say" when attempting to speak with him again after the fact. It's possible to reset the sequence by leaving the scene and reentering after the instance has closed (about 15 minutes), or use the keyword "Stand Back" when in the broken dialog state which should trigger the next sequence of events.

 

i completed this part of the quest last night so i can confirm that it does work but it may be buggy, i think i had to say something independent of the conversation prompts to progress
