Samuel missing in Crypt of the Avatar

I have all the clues from the undead and I just need to talk to Samuel before I leave. He is nowhere to be found. His summoning whistle does not seem to work. If I head to spite will he show up?

 

The answer is no. I was unable to continue the quest by moving on to the town of Spite.

 

What does your quest journal tells you to go next ?

I've had at least 30 bugs when doing this quest... had to do many actions 5-10 times in a row to get it to work

 

When I did this quest I had 2 whistles. one which didn't work which was for another dungeon and one for this dungeon. (this was a while back).

 

Same thing here... there should be two once you get to malice.

 

Im stuck as well. Samuel is in tbe tavern in Spite and he refuses to speak to me. His whistle doesnt work for me. I will never be able to finish this quest.

 

Theres something else you should be doing first, look in the journal ?

I found a solution to the disappearing Samael. I died and he disappeared. He refused to come back until I deleted one of his summoning devices. I had 2 on me. As soon as I deleted the second one he appeared in his normal spawn spot. I was in that final dungeon.
