Sieges - No cabalists spawning (Great Evil Does NOT approach)

    Title: Sieges - No cabalists spawning (A Great Evil Does NOT approach)
    Reproduction Rate: N/A
    Blocker? To lifting siege only.
    Details: Ran two sieges, cleared all catapults and got the message that the catapults were unmanned and a Great Evil was approaching...except, it didn't. Ran around entire scene to verify and no Lich or Cabalist.

    Steps to Reproduce: Clear a siege.
