That's a pretty massive nerf against lower creatures.

 

He also clarified that Torc is not 800 str, but 2000. 800 is a normal troll.

 

Which, based on his numbers, means that if it actually applied the rebuff, you'd have been giving a speed boost.

 

I'm assuming the numbers he provided are a bonus to a (unspecified) default value. So the change basically means you only get about half the current benefits of advancing skill against a creature with 100 Str. On the other hand, you will no longer be penalized below the base slow for extremely strong opponents.

This does show why showing these values is kind of pointless. Nobody understands them.

 

Sorry, I forgot to mention he also clarified it was the length of the rebuff in seconds.

 

None of those numbers make sense as duration, nor do they match in-game observation.
