Skill never reaches full charge

    Title: Skill never reaches full charge.
    Reproduction Rate: 100%

    Details: As originally reported here, if I start charging a skill before it's heat is completely dissipated and I continue to hold the hotkey until the skill's heat is completely gone, I never get the full charge. Before R68, the skill would continue to charge as the heat diminished.
    Steps to Reproduce: See below.
    User Specs:
    OS: Linux 5.0 Ubuntu 19.04 64bit
    CPU: AMD Ryzen 7 1700 Eight-Core Processor (8) System RAM: 32160
    GPU: GeForce GTX 1070/PCIe/SSE2 GPU RAM: 8192
    SotA.QA.Linux.64.862.Date.08.21.19
    Area: BasementSceneDungeonVillage_1Floor
    Area Display Name: Village Stone 1-Story Basement
    Loc: (9.5, 5.0, 12.9)

    I start with some heat on the Dodge skill:

    I hold down the hotkey and charge Dodge to 4:

    I continue to hold the hotkey until the heat is completely gone but I still only get Dodge at 4:

    Yes, can confirm. Can also confirm that it's pretty annoying.
