4. When the various Zombies spawn in around Miranda and Eldon, Eldon however will not attack anything. Miranda will however. Since Eldon won’t attack anything, Miranda will often die. Also the Zombies ignore Eldon.

EDIT: This is however a very interesting quest mechanic to build a quest upon. It will confuse players, but could be written quite well.

 

I know it may seem a bit odd, but it's by design. Eldon is a quest giver and needs to remain alive and not distracted. He's specifically in the place he is to give the player the quest to go and speak to Captain Kinsey (or remind the player, depending on which way they're going).
