Solar Flare vs. Cone of Cold - Special Effect change?

    Title: Solar Flare vs. Cone of Cold - Special Effect change?
    Reproduction Rate:
    Blocker? no
    Details: I have noticed that while the Cone of Cold effect is quite dramatic, the Solar Flare effect is practically non-existent. Is that intentional?
    Steps to Reproduce: At a training target I am using both to build each effect to where they are useful.
