Soothing Rain VFX Not Clearing

    Title: Soothing Rain VFX Not Clearing
    Reproduction Rate: 100%
    Blocker? No
    Details: The VFX for this are not clearing when the duration expires.
    Steps to Reproduce: This happens when, after using soothing rain, you enter combat and you are still fighting when it expires.
    Other repro step - cast and recast the skill repeatedly until it's original duration would have expired. The graphics get heavier and heavier (see screenshot)

    CPU: Intel(R) Core(TM) i3-4150 CPU @ 3.50GHz (4) System RAM: 8106
    GPU: NVIDIA GeForce GTX 745 GPU RAM: 4063

    Soothing Rain has expired but the graphics continue - I left the zone and came back which cleared the VFX for me but not the others in the zone they continued to experience the overly heavy rain graphics.
