South Longfall Wetland - Quest for freeing elves broken (additional info)

I'm probably doing this all wrong but couldn't figure out how to add info to a known bug.

When I was in South Longfall Wetland I first stumbled across an elf in a hollow tree and started a conversation leading me to the quest to free the caged elves. I went down to the area w/ 4 look for key here icons. Another player was already engaged fighting the pirates and freeing the elves. I battled pirates, acquired keys, and freed elves. Talked to them and followed to hollow tree but quest still open. The reason I'm posting is maybe the order I did things may make a difference.
