Spectral Mines reset seems bugged

When I'm taking my time to mine in Spectral Mines, I will often pick up the several piles of ropes that can be found there. In the long ago days, you could pick up the ropes again as soon as they reset. Then for a time, they never (in my experience) reset at all (I.e,. only one pass for the ropes). This has changed and so now they'll reset, but you can't pick them up, even after 30+ minutes. I'm not sure whether or not that last is intentional, but there's an even odder behavior. If I leave the mines and let the mines undergo a full reset (being outside for 15 minutes definitely does this) and I go back in, I will find all the chests have reset, along with their contents. All the ropes will have also reset but... I still can't pick them up. This seems very off/wrong/odd to me, so I'm assuming this is a bug and not the intended behavior.
