Stillness buff bug

When you stand still long enough out of combat you get a buff called stillness.

That stats of Stillness are +5% Crit on spells and -25% on Magic glyph focus cost

The issue:

When I cast Ignite Weapon it costs 9 focus

When I cast with the stillness buff it costs 7

When I fizzle the spell still costs the full 100% of focus cost <----The problem is stillness buff did not apply
