Story, Path of Love: Why wasn't Grey Acre overrun by the undead?

Now that I used the quest reset I started again on the Path of Love.
And there is one thing I thought about over the last months (and years) and I want to share this:
Edvard tells us, it is beyond his understanding, why the undead should come from the Eastreach Gap.
--> The first town, they would find to overrun after leaving the Eastreach Gap would be Grey Acre!

So why wasn't it overrun?

Shouldn't it look like Solace Bridge? ... (until the Path of Love is solved).

This place - after the outskirts are done - also could give some awesome moments and may be a special quest (with a boss around)?!

It would be a challenge and more story related, if players couldn't use a lot deed UNTIL they did the path of love and solved it Would be fine for every Town (NOT POT!) which is integrated in Story parts to mirror the actual state
