[Fixed 67878] Stuck location in Tenebris harbor

    Title: Stuck location in Tenebris harbor
    Reproduction Rate: 100%
    Blocker? no
    Details:While engaged in bow fight with raiders, and avoiding fire, fell down between the exterior basement wall and the cavity dug out for the basement... Unable to escape "on foot" or by jumping. Was able to use "Chaotic Step" to escape the location. Initially was able to Blink out, but then trying to reproduce Blink would not work.
    Steps to Reproduce:Stand right next to the outside building wall and fall.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-2500K CPU @ 3.30GHz (4) System RAM: 32735
    GPU: NVIDIA GeForce GTX 560 GPU RAM: 1996
