[Fixed 66482] solace bridge outskirts - dirt-pile zombies do not trigger

    Title: solace bridge outskirts - dirt-pile zombies do not trigger
    Reproduction Rate: 100%
    Blocker? no
    Details: when these work, they have a zombie spawn up out of the dirt when you get too close and the dirt pile itself disappears, but curently they do not trigger.

    i went to qa and was able to trigger them when no one else was in scene. @Ravalox joined and was not able to trigger them, even ones i had not approached. i left the scene, he became scene master, and he was able to trigger them. i re-entered and he could still trigger them, but i cannot. tied to instance master?

    Entering SBO (Solace Bridge Outskirts) with Character One I was alone in the scene and presumably instance master.

    Waiting a while then entering SBO with Character Two I observed zombies spawning from the dirt piles at the coordinates given in the report, though with a 2-3 second delay after running over the piles.

    Exiting the scene with both characters, waiting several minutes, then re-entering with Character One (again alone in the scene and presumably instance master) the zombies spawned as expected, again with a 2-3 second delay.
