[Fixed 67941] Baker in Brittany Wharfs has no store

    1. Title: Can't interact with the baker in Brittany Wharfs
    2. Reproducible: 100%
    3. Blocker: No.
    4. Details: The brewing supplies merchant in Brittany Wharfs doesn't have wheat seeds so I tried to talk to the baker standing next to him as I figured he would. Although the cursor changes to denote you can interact with him you can not.

    5. Steps to Reproduce: Try and interact with the baker at the coordinates below.

    half-verified. i can talk to him but he can't be interacted with via the skip-dialog-with-merchants function because he does not have a store setup. this seems like it's missing, as he says it's his bakery.
