[Submitted 70253] Virtue Balloon does not display on character or mannequin

    Title: Virtue Balloon does not display on character or mannequin
    Reproduction Rate: 100%
    Blocker? No
    Details: When the virtue balloon (the single balloon from the COTO Store) is equipped, it does not visible in the character.
    * Out combat, the character extends the left hand - as if holding a balloon -but the balloon is not visible.
    * In combat, the character goes into a combat stance but the balloon is not visible.

    Also, when placed on a mannequin, the balloon is not visible. I tried the crafted Simple Male variety. Let me know if I need to post a separate bug report for that. I'm assuming that the player/mannequin animations are related. :)

    Steps to Reproduce: Purchase the Virtue Balloon from the COTO store. Equip it. Go in and out of combat.

    verified on qa 1296. the virtue balloon CLUSTER is showing appropriately on live, it's just the single balloon in the crown shop that is broken.
