[Submitted 70739] Healing Burst heal unaffected by Tap Soul

    1. Reproducible?yes
    2. Details:Casting Life Burst (self cast) with maximum negative life attunement from Tap Soul does not affect the heal on yourself. You still get full effect of healing from it. I don't know if this was intentional or not but it seems like it should definitely be receiving the debuff making it harder to heal.
    3. Steps to Reproduce: Cast Tap Soul a bunch of times, then cast Life Burst, and you will see no negative penalty to healing on self or otherwise even though your attunement is massively negative.
    Unsure if this is strictly a tap soul and life burst issue or if any negative modifiers work on life burst at all. Not sure if this is intentional but it seems like it should be affected surely

    Verified and the tooltip does not update either (unlike all the other healing skills)
