Target dummy not taking AOE and DOT damage

    1. Title: Target dummy not taking AOE and DOT damage
    2. Reproduction Rate: 100%
    3. Blocker? no
    4. Details: The target dummy is not taking damage from Area Of Effect and Damage Over Time.
    5. Steps to Reproduce: cast an AOE like fire ring and hit it with DOT like flame fist and watch the damage.
