Teleport UI sticks behind other windows

    Title:Teleport UI sticks behind other windows
    Reproduction Rate:100%

    Details:When using teleport, the window that pops up is behind all other open windows, and can't be brought to front by clicking. User must close other windows to get to it.
    Steps to Reproduce: Open some windows in the middle of your screen, then teleport.
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz (12) System RAM: 32604
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8144
    SotA.EarlyAccess.Win.64.511.Date.11.21.16
    Area: Novia_R3_City_Brittany_Alley
    Area Display Name: Brittany Alleys
    Loc: (146.7, 44.7, 184.2)
