    If I was to place the Teletype in my house is there any setting for public or such? I have never seen one in game and if other people could use it too that would seal the deal on me buying it:D Thanks

    Right-click on a item once you've set in your house and can set permissions on it.

    This is is not a communication device, but @enderandrew is correct, when you allow access to this specific item other people could play Richard Flemming's winning DND1 game from Lord British's Royal Challenge on it. Have fun!
