Tin Foil Hat gone?

    I ran around Mud for about 20 mins trying to find anyone with a hat / the quest givers. Finally looked up a video, saw that I had been in the building that the quest givers were supposed to be in at least 3 times. Went back one more time for a final looksee, and still no quest giver. Has the quest been removed? Posting here because I've only been playing for about 2 months. TIA.
