NEW DATA: With the help of Bridge Troll we did extensive testing. We cannot place practice dummies on lots or dungeons in Harvest. The same dummies work fine in other towns. When placed, the NPC count on the property, dungeon, etc. stays at zero and the item just disappears but is in the deco palette. It does work correctly in the basement on the property, however. We used a totally empty town and village lot with the same result. The NPC count remains at zero and the item disappears.

We also attempted to try a town with the same layout as Harvest, and tried Kiln. It works there, so the problem, appears to be Harvest related.

BTW This problem occurred after today's rollout of Release 88.

Owsley its not just in Harvest. Target dummies are on strike and refuse to show up in other towns too. I have that issue on my lot in Immortal City, as well as on Alleine Dragonfyre's Sunday School lot right next door. This is why we needed to use Soltown for our Sunday School Mentoring and Rock & Roll last night.

There is another post, by Galorn Hammerthow about the same issue too.
