Two-handed weapon gives fizzle reduction as free hand

1. Title: Two handed weapon giving spell success bonus similar to free hand

4. Details: It appears that a two handed weapon is giving the +15% bonus to spell success as a free hand. With Obsidian Arrow, in my mostly plate armor as my test:
   Mace and empty hand = 100%
   Empty hand and shield = 92% (shield contributes 8%)
   Mace and shield = 77% (as expected I lose the 15% free hand bonus)
   Two handed mace = 100% (I expected this to only increase by the value of the shield's penalty of 8%...it should be 85% fizzle chance)
