Not sure exactly. But I can tell you, for my town, on the overland it shows 3 houses, and I have 14 claimed lots. This would actually be really easy to find out for each level on QA.
Greetings all Also remember the Devotionals strength increas with the number of claimed lots. The strength of Player-owned town Devotionals depend on the number of claimed lots; with fewer than 10 claimed lots, they provide the Low value; with 10-19 lots claimed, they provide the Moderate value, and with 20 or more they provide the High value.
I don't know how to tell you exactly, the two new residents have claimed four plots, and before that there were 25 claimed, so between 26 and 29 for all the houses in overland to appear.
