    UPDATE: I'm able to place it outside of lots, but not on a claimed lot. Is this intended?

    That is intended behavior. It is a radio to broadcast to an entire POT. We tend to try and avoid the complications that would arise from broadcasts being disrupted by lots being changed by house or evicted. ;)
