Unable to see new Phoenix Blind debuff effect on target

    Title: Unable to see new Phoenix Blind debuff effect on target
    Reproduction Rate: 100%

    Details: In Release 103 it is stated :
    Phoenix – Damage has been significantly increased and the phoenix will now have a chance to blind enemies, reducing their damage avoidance.

    I am currently, unable to observe any blind spell debuff effect placed at all on a Practice Dummy in Offline Mode (if that matters) with a Level 199 Summoned Phoenix .

    The target will have a debuff named Fire Blast that can occasionally be placed on the target. Currently, this debuff displays the following debuffs:
    +0 Damage Avoidance
    8 Seconds
    +0 Dexterity
    8 Seconds

    No other effect or change to this display can be observed.

    Steps to Reproduce:
    • Have Sun Magic Specialization skill untrained.
    • Be in Non-Combat mode.
    • Use the Summon Phoenix skill.
    • Right Click on Phoenix and select Set Disposition to Aggressive.
    • At one of the Practice Dummies in Solace Bridge Outskirts, stand next to it.
    • Go into combat mode.
    • Select the Practice Dummy. And go into combat mode, and damage it. Continue to engage in combat with the Dummy.
    • Right click on the Practice Dummy, and select Command Phoenix to Attack Practice Dummy option.
    • Move away from the Practice Dummy, so that you are no longer attacking it. Observe the Phoenix will now continuously attack the Practice Dummy.
    • Double Click on the Practice Dummy.
    • Observe that on occasion, a debuff named Fire Blast can be placed on the Practice Dummy. This Fire Blast debuff states it is doing a +0 Damage Avoidance and a +0 Dexterity debuff to the target. Observe no spell or effect named Blind is ever placed on the target. Nor is any combat text stating a blind effect was attempted or failed from the Phoenix.
