Uneven terrain blocking plot deco/fences

    1. Title: Uneven terrain blocking plot deco/fences
    2. Reproduction Rate: all day :)
    3. Blocker? umm, well it prevents me from putting fences, and is preventing me from placing green house which is preventing me from farming
    4. Details: in Praga (POT_forest_metropolis_01_template) LOC (-11.2, 38.0, 248.7) this is a spot where a town plot fits but as you see from the pic there is uneven ground which blocks deco/fences and limits size of the full lot..
    Please flatten this corner so I can place the fences and other buildings correctly

    Real issue is the code should not have let you place there! Just for you though, I when and flattened that spot a bit. In Monday's patch.
