Upper Fortus - no way to take elevator back up

    Title: Upper Fortus - no way to take elevator back up
    Reproduction Rate: 100%
    Blocker? sort of
    Details: there is no lever or wheel at the bottom of the elevator, so i cannot make the elevator come down to me, or make the elevator go back up. The wheel at the top of the elevator works (it makes the elevator go down and back up)
