Verdantis Mines -- not party only?

    I was in multiplayer and went down into Verdantis Mines, while on the third level, an avatar ran up to me who was not in my party or on my friends' list at all. Usually mines are party only.

    Is this working as intended or is this scene not sorting correctly?
