[Fix Needs Testing 70163] Eight shopkeepers not valid for vendor reshaping recipe

    i have a "green male shopkeeper" and i can not apply a pattern to him. i have tried "pattern: blue female merchant", "pattern: blue male merchant" and "eternal pattern: ornate steel cash regigster" and none of them work.

    i am using the alchemy station and i can see the recipe on my list. the mandrake and pattern are white but the vendor is grey. i have tried dropping all the items directly into the crafting window and the craft button does not light up.

    there is nothing listed on the vendor (in case that matters) and he is definitely a commissions vendor as i placed him and put an item on him to check.

    verified on qa1288. of the 13 items that are vendors, only the 5 with "vendor" or "register" in the name are eligible for the reshaping recipe, not the 8 called "shopkeeper".
